Rockwall is a city of about 51,200 people on the eastern shore of Lake Ray Hubbard, in the smallest county in Texas by area. One household in five earns more than $200,000 a year, the median home is worth about $411,700, and the county added roughly 24,000 residents between 2021 and 2025. The situation
A lake town that became a commuter county
Rockwall County covers about 147 square miles and is bounded on the west by Lake Ray Hubbard, a 22,745-acre reservoir the City of Dallas completed in 1969 for its water supply. The county has filled in fast around that shoreline: Census Bureau estimates put its population at 140,738 in July 2025, about 21% more than in 2021. Rockwall households are well educated (48.6% hold a bachelor’s degree or higher), mostly in their working years (median age 39.5), and the mean trip to work is about 32 minutes.
Neighboring Heath, also in Rockwall County, is smaller and wealthier: about 10,800 residents, a median household income near $220,800, and a median home value of about $766,900. In both towns the balance sheet tends to share a shape: a house and lot that have appreciated with the county, a workplace plan or a business, and a property-tax bill assembled from three or four taxing units.

In 2025 the City of Rockwall levies $0.2575 per $100 of taxable value, well under Frisco ($0.4255), Plano ($0.4376) or Dallas ($0.6988). Rockwall ISD adds $1.0669 and Rockwall County $0.2510, so the school district is roughly two-thirds of the combined $1.5754.
Which school district your address falls in
Most Rockwall homes are in Rockwall ISD, but some addresses pay Royse City ISD at $1.2552 per $100. On a median-value home after the $140,000 exemption, that difference is about $512 a year, so confirm the district on the appraisal notice before you buy.
Two towns, one county, two medians
Rockwall’s median home is worth about $411,700 and Heath’s about $766,900. Across that range the house is often the family’s largest asset, and its carrying cost, taxes and insurance included, belongs inside the retirement budget rather than beside it.

How much does the homestead exemption save on a Rockwall home?
At Rockwall ISD’s 2025 rate of $1.0669 per $100, the $140,000 school exemption is worth about $1,494 a year, and about $2,134 once it rises to $200,000 at 65 or if disabled. The appraisal district’s 2024 entity table lists no general city homestead exemption for Rockwall, but a $60,000 city exemption at 65 with a tax ceiling; confirm current amounts on your notice.
Is Rockwall really in the smallest county in Texas?
Yes. Rockwall County is about 147 square miles, the least of any Texas county, and Lake Ray Hubbard covers part of it. Growth has been fast anyway: 140,738 residents in July 2025, about 21% more than in 2021. For a homeowner that shows up as rising appraisals, which is why the homestead exemption and the over-65 school-tax ceiling are worth filing the first year you qualify.
We both commute across the lake. Does that change the plan?
It sets the calendar. Rockwall’s mean commute is about 32 minutes each way, and most households here hold an employer plan with a company outside the county. We plan around the year the driving stops: what the employer plan and any company stock become, when Social Security starts, and what the budget looks like without two commutes.
